The Lutgert Companies built Park Shore between 1970 and 1983 on a 760-acre parcel, starting with condominiums ([Larry Roorda Realtor, 2026](https://roorda.com/naplesparkshore/history/)), and the planned-community trend through the 1970s and 80s produced developments like Pelican Bay combining single-family homes, villas and high-rise condominiums ([Naples ED, 2026](https://www.naplesed.com/post/the-evolution-of-the-naples-fl-housing-market-a-journey-from-founding-to-today)). That construction model changes what an emergency is. In a detached house every pipe on the property is the owner's, and the only question is what failed. In a stacked building the pipes run vertically through multiple units, so water appearing in one unit frequently originates in the one above it or in a shared stack that belongs to the association rather than to any resident. The practical consequence is a sequence, not a guess. Water entering from above means the source is above. Shutting off your own fixtures will not stop it, and the unit or the stack it came from has to be reached — which usually means the association or property manager, not only a plumber. Knowing where this is, and that it opens, is the single most useful thing to establish before anything goes wrong. ## Who is liable for water damage between units? Liability follows the failed component, not the damaged property, and those are frequently in different ownership and sometimes several floors apart. That single distinction is what makes a stacked building different from a house, and it is why the useful first action during an incident is establishing where the water is coming from rather than establishing whose ceiling it came through. The governing documents for your specific building draw that boundary, and buildings on the same street draw it differently. Reading them during an incident is too late, which is the argument for knowing beforehand what your building treats as common and what it treats as yours. The first question in a leak here is not what failed but whose pipe it is. ## What if the building manager cannot be reached? Isolate what you can reach and document what you cannot. Closing your own unit valve stops anything originating within your unit and costs nobody else their water supply, which is why it is the correct first move even when the source is not yet established. If the source is clearly outside your unit, the priority shifts to reaching whoever can isolate that section, and to recording the time and the extent while it is happening. Photographs and times matter more here than in a house, because the eventual conversation involves at least two parties and an insurer, and the person with the contemporaneous record is in a considerably better position than the person describing it afterwards.
