# Reading Collier County's Water Quality Report as a Homeowner
Collier County publishes a drinking water quality report every year, and almost nobody reads past the cover. That is a shame, because the 2024 report answers, with measured numbers, the questions homeowners otherwise pay to have guessed at: how hard the water really is, what is in it, and what it does to pipes and appliances. The short version is more interesting than the reputation. County utility water is softer than most people assume, and the households with a real hard water problem are mostly not on county water at all.

A water quality report, formally a Consumer Confidence Report, is the annual disclosure every public water system in the United States must publish about its source water, treatment, and measured contaminant levels. Collier County's report covers the Collier County Water Sewer District, which serves most of the unincorporated county. The City of Naples and Marco Island run their own utilities with their own reports, and private wells are covered by no report at all.

## Where the report comes from, and whose water it describes
The 2024 report describes water pumped by the Collier County Water Sewer District from three wellfields in the eastern county: the North Hawthorn Wellfield with 22 wells, the South Hawthorn with 41, and the Golden Gate Tamiami with 39, feeding two regional treatment plants ([Collier County, 2025](https://www.collier.gov/files/assets/county/v/1/public-utilities/documents/water-division/2024-collier-county-water-quality-report-5-23-25.pdf)). If your water bill comes from anyone other than the county, this is not your report.
That last line matters more here than in most counties. The City of Naples and Marco Island operate their own systems and publish their own reports, and thousands of homes in Golden Gate Estates draw from private wells that no report covers. The first thing to check is which water you are actually on.
The report is also a treatment disclosure: the county states the water is "treated with chloramines for disinfection purposes and a corrosion inhibitor to prevent corrosion of pipes" ([Collier County, 2025](https://www.collier.gov/files/assets/county/v/1/public-utilities/documents/water-division/2024-collier-county-water-quality-report-5-23-25.pdf)). Both of those choices reach your plumbing, and the sections below translate them.

## The hardness number, explained
The county's own measurement: "The range of hardness of water delivered by the Collier County Water Sewer District in 2024 was 42 to 94 mg/L, or 2.4 to 5.5 grains per gallon, with an average hardness of 67 mg/L" ([Collier County, 2025](https://www.collier.gov/files/assets/county/v/1/public-utilities/documents/water-division/2024-collier-county-water-quality-report-5-23-25.pdf)). On the standard scale that is soft to moderately hard. It is not the brutal water the softener ads describe.
The scale the county applies is the same one the USGS publishes: 0 to 60 mg/L is soft, 61 to 120 is moderately hard, 121 to 180 is hard, and more than 180 is very hard ([USGS, 2026](https://www.usgs.gov/special-topics/water-science-school/science/hardness-water)). An average of 67 sits at the gentle end of moderately hard.
The reason is on the treatment page. The North County plant runs 12 million gallons per day of nanofiltration capacity alongside 8 MGD of reverse osmosis ([Collier County, 2025](https://www.collier.gov/files/assets/county/v/1/public-utilities/documents/water-division/2024-collier-county-water-quality-report-5-23-25.pdf)), and nanofiltration is membrane softening: the plant already removes most of the hardness the limestone aquifer adds.
A well head and a tank lid on the same lot. Where a property handles its own water and its own waste, a backup may not be a plumbing problem at all.

## What 67 mg/L actually does to heaters and fixtures
Heated hard water forms scale, and the USGS puts the stakes plainly: "When hard water is heated, such as in a home water heater, solid deposits of calcium carbonate can form. This scale can reduce the life of equipment, raise the costs of heating the water, lower the efficiency of electric water heaters, and clog pipes" ([USGS, 2026](https://www.usgs.gov/special-topics/water-science-school/science/hardness-water)). At 67 mg/L, that process runs slowly, not never.
In practice, county-water homes see light scale: some spotting, a modest sediment layer in the water heater over years, crusting where water evaporates on fixtures. Annual heater flushing still pays for itself, and our water heater lifespan guide covers how hardness moves that clock.
Private well homes are a different article. Wells around Golden Gate Estates pull from shallower limestone with no membrane plant in between, and the staining, scale, and appliance wear there is the real thing. That split, not the county average, is why neighbors a few miles apart argue about whether Naples water is hard.

## Chloramine, the corrosion inhibitor, and the fluoride change
Collier County disinfects with chloramines, which the EPA notes "provide longer-lasting disinfection as the water moves through pipes to consumers"; more than one in five Americans drinks chloraminated water ([EPA, 2026](https://www.epa.gov/dwreginfo/chloramines-drinking-water)). The county pairs the disinfectant with a corrosion inhibitor to protect plumbing ([Collier County, 2025](https://www.collier.gov/files/assets/county/v/1/public-utilities/documents/water-division/2024-collier-county-water-quality-report-5-23-25.pdf)), a detail that quietly works in your pipes' favor.
For most households chloramine is invisible. Where it shows up: aquarium and pond owners need a water conditioner rated for chloramine rather than plain chlorine, home dialysis equipment needs specific filtration, and in our experience rubber washers and gaskets age a little faster in chloraminated systems, worth knowing when a faucet drips years early.
The report also records that "fluoridation was discontinued on February 13, 2024, at the direction of the Collier County Board of County Commissioners" ([Collier County, 2025](https://www.collier.gov/files/assets/county/v/1/public-utilities/documents/water-division/2024-collier-county-water-quality-report-5-23-25.pdf)). Whatever your view of the decision, it has one practical edge: your dentist may ask, and the answer changed in 2024.

## The softener decision, honestly
On county water averaging 67 mg/L, a softener is a comfort choice, not a protection necessity: it improves lathering and spotting, but the appliance case is thin at 2.4 to 5.5 grains per gallon ([Collier County, 2025](https://www.collier.gov/files/assets/county/v/1/public-utilities/documents/water-division/2024-collier-county-water-quality-report-5-23-25.pdf)). On a private well, sizing treatment to your own tested number is a different and much stronger conversation.
Softeners are programmed in grains per gallon, which is why the county printing 2.4 to 5.5 gpg is genuinely useful: that is the number an installer would otherwise measure at your tap. Anyone quoting a softener for county water without naming a number in that range is selling against the county's own data.
